Dog owners are more likely to be bitten by non-dog owners. This is because dog owners are more likely to have the inclination to approach and pet an unfamiliar dog than non-dog owners. Ask the dog owner first if their dog would like to be petted. Normally, the dog owner can advise you if his/her dog like to interact with strangers.

When you approach an unfamiliar dog, try to gauge if it is receptive to your attention. Look at the dog's facial expression. Dogs that are willing to be petted normally have their ears forward and are looking at you without staring. They generally have quite trepidation.

You also have to understand that there are many different situations and reasons why a dog will be aggressive. It is important that you understand these situations. Situations like noisy or busy places and where there are sometimes young children or unfamiliar men around make some dogs uneasy and fearful of interaction.
