the best possible solution is to bring them in the dog pound, by that they would easily be taken care of, or another solution, If you feel pity for that dog, why don't you, yourself adopt it, I mean if you really love dogs, and as long as you have the capabilities to adopt it why not? you not only do a charity work but you save a strayed dog from the hands of possible dog eaters.
